The Chinese Minister for Foreign Affairs (Soong) to the Secretary of the Treasury (Morgenthau)17

My Dear Mr. Secretary: In connection with the Agreement between the Governments of the United States of America and the Republic of China regarding financial aid to China,18 as a manifestation [Page 490] of the cooperative spirit which underlies the common war effort of our two countries, I wish to inform you that it is the intention of my Government, through the Minister of Finance, to keep you fully informed from time to time as to the use of the funds provided in the said Agreement.
