Memorandum by the Chief of the Division of Far Eastern Affairs (Hamilton) to the Under Secretary of State (Welles)

Mr. Welles: Mr. Hornbeck and I, upon giving further consideration to the matter, are of the opinion that if Mr. Browder is to give out and publish the other statement which you gave him54 it would be well for Mr. Browder to publish this statement55 also.
