1.
The Department had understood that the District Court was located north of Soochow Creek. Please inform the Department when and under what circumstances the Court was moved into the American sector.
2.
The Department assumes that, in view of the very material interest which this Government has in the maintenance of the integrity of the District Court, you will in the event of need exert your efforts and influence with both the Settlement authorities and the concerned Japanese officials to the end that the Court may be given all appropriate protection.

Sent to Shanghai. Repeated to Chungking, Peiping.
