The Secretary of State to the Minister in Thailand (Grant)

31. According to a telegram of February 15 from Vichy,19 based upon information supplied by the French Government, the French Ambassador at Tokyo recently refused to continue the negotiations for a Thai-Indochinese settlement unless the Thai attitude be moderated; a notable improvement in the Japanese attitude resulted; the Japanese Chargé d’Affaires at Vichy has informed the French Government that the Japanese Minister at Bangkok has been instructed to insist on moderation of the Thai attitude and on withdrawal of Thai troops who recently crossed the Mekong in Luang Prabang.
