The Ambassador in Japan (Grew) to the Secretary of State

1675. Embassy’s 1414, September 7, 9 a.m.,38 Japanese seizure of Red Cross cracked wheat Canton. A reply dated October 21 to the Embassy’s representations has been received from the Foreign Office stating that the wheat was seized by the Japanese Navy while being smuggled from Hong Kong in violation of the Japanese blockade, a fact which is recognized by persons connected with the Canton Relief Society, presumably a Japanese sponsored organization.

There is no denial that the wheat was sold commercially.

Sent to the Department via Shanghai, Chungking, Peiping, Hong Kong, Canton.
