15. I desire to supplement my telegram No. 13, February 25, 8 a.m., with the following: My answers to the Department’s questions are based on the assumption that it will become advisable to suggest that Americans withdraw from this area. In this connection, I desire to invite Department’s attention to the first paragraph of my telegram No. 1, February 3, 3 p.m.16 in which I stated that I do not share the extreme pessimism which is so prevalent here although I realize that the situation is fraught with uncertainties and possible danger.
