327. Governor today issued a proclamation declaring state of emergency and calling out military, naval and air volunteer forces of Straits Settlements. Military authorities issued statement at the [Page 365] same time stressing that this does not signify immediate deterioration of the situation but is only precautionary step permitting mobilization to be effected without undue dislocation of civil activities.
