The Ambassador in Japan (Grew) to the Secretary of State

1722. Continuing Embassy’s telegram No. 1721, October 31, 5 p.m.19 In summing up his interview with the Minister for Foreign Affairs,20 the British Ambassador reported to the Foreign Office that he believed that, while the Minister was genuinely anxious to bring about an improvement in relations with Great Britain, he was chiefly preoccupied at the present time with the situation in Southeastern Asia concerning which he is probably under strong pressure and that, therefore, the time left for effecting a solution of relations with Japan may be shorter than the Ambassador had previously anticipated.
