The High Commissioner in the Philippines (Sayre) to the Secretary of State

284. Reference the Department’s telegram No. 238, June 16, 5 [8] p.m., the secretary to President has been informed orally of contents. He gives assurance that nothing has been done or will be done on the part of the Commonwealth Government and that Commonwealth will keep in touch with influential organizations like the Chamber of Commerce and will suggest to them the desirability of non-participation. Secretary added, however, that the Commonwealth could scarcely see its way clear to prohibit private firms in the Philippines if firms wished to exhibit at Tokyo.76
