Regarding your 2703, July 21, 7 p.m., and in answer to last paragraph, I made careful inquiries to make certain that studies suggested would be strictly exploratory and that no position or commitments [Page 103] would be notified without consultation with us. Also that we would be kept currently informed. I very much approve the wording of the reply you suggest be made to Mr. Eden and on confirmation from you will transmit the same to him.
