The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1645. The Iranian Ambassador told me this afternoon that the Soviet and British Governments have now requested the surrender to them of the German agents in Iran rather than their mere expulsion and that the Iranian Government in reply is suggesting that the women [Page 459] and children be sent to Germany via Turkey and that the men be placed in a concentration camp in Iran under British supervision.
