223. Please see Ryti immediately and say that because of the rapidity with which events seem to be moving we greatly desire to have a reply to your representations of October 27 at the earliest possible moment and that in pressing him in this regard we sincerely believe we are acting in Finland’s own vital interest, for it is anticipated that by giving a delayed and unresponsive reply to those representations, the Finnish Government will be weakening immeasurably the hands of those of us who are still striving with great difficulty to canalize developments in so far as possible along lines which under foreseeable circumstances will best serve to protect Finnish interests in the future.
