The Embassy is today in receipt of a note from the Commissariat for Foreign Affairs in reply to the Embassy’s most recent note of May 5, 1941 in the Devenis matter stating that in its previous notes the Commissariat “gave an exhaustive reply to the Embassy in the matter of Soviet citizenship of Mikhail Devenis”.
