My Dear Mr. Attorney General: With reference to our recent conversation regarding the case of Mikhail Gorin, a Soviet citizen who has been sentenced to serve a term in prison by the United States District Court for the Southern District of California, I feel that I should inform you that in view of certain important considerations of an international nature, it is the considered opinion of this Department that it would be to the public interests of the United States for Mr. Gorin to be released on probation and on condition that he leave the United States immediately and never return.

If you should deem it appropriate so to do, I would have no objection to your bringing the views of this Department to the attention of the Court.34
