173. Your 1804, December 30, 6 p.m. The Soviet Ambassador informed Mr. Welles on January 15 that in view of apparent American citizenship of Roszkowski, his Government had agreed to reopen the case.
You may care, therefore, to continue to press Soviet authorities with regard to this matter and to ask that a representative of the Embassy be permitted to visit him in prison. Please keep Department informed of developments.
