The Secretary of State to the Chargé in the Soviet Union (Thurston)
1303. Your 1959, November 21, 5 p.m. The Navy Department desires to assign Lieutenant C. H. Taecker as Assistant Naval Attaché or Naval Observer at the Port of Vladivostok. Upon our suggestion the Navy has agreed to assign Taecker as Assistant Naval Attaché to the Embassy at Kuibyshev with the understanding that he will be temporarily detailed to Vladivostok.
It would be appreciated if you would secure the approval of the Soviet Government.
No announcement will be made here that he is going to or will be stationed at Vladivostok.
