1959. Department’s 1195, November 7, 11 a.m.61 In a note dated November 20 and received today the Foreign Office states in substance that the Soviet Government will permit an Assistant Naval Attaché of the Embassy to remain in Archangel. It adds however that in consideration of the military situation the authorities deem it inexpedient to allow an Assistant Naval Attaché to be stationed at one of the Black Sea ports at present and that decision on this matter must therefore be postponed.
