1144. For Thompson and staff. Your 1, October 16, 10 a.m.54 We do not know how long it will be possible to maintain communications with you and, therefore, at this time we wish to assure you that we [Page 910] shall continue to be concerned for your safety and welfare. It is not desired that any of you take unnecessary risks.

You will of course endeavor to keep in close touch with the Ambassador and with the Department. However, if at any time in Thompson’s judgment it becomes advisable for you to leave Moscow and you can do so without subjecting yourselves to increased danger, please do not hesitate to take such action. We shall request the American Embassy in Berlin to inform the German Government of your presence in the city. So far as possible please keep us informed regarding any contemplated movements.
