The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1411. In a conversation with Lozovski Friday43 he stated that while a decision as to the stationing of American naval observers in Vladivostok had not yet been arrived at, the Soviet authorities are as he had previously stated (see my 1374, July 18, 5 p.m.) agreeable to the appointment of American Naval Attachés to the Embassy in Moscow. He promised me a formal reply as soon as possible to my note giving the names.

Lozovski again indicated that permission would not be granted for Major Yeaton to visit the front and said that he had not been able to obtain circulation permit for him.44
