Memorandum of Conversation, by the Under Secretary of State (Welles)

The Soviet Ambassador called to see me this afternoon at his request.

I told the Ambassador that I had received information concerning the newly imposed exchange rate for rubles in so far as the foreign diplomatic corps in Moscow was concerned and I wished to make it clear that I had no protest to make since there was no element of discrimination involved. Nevertheless, the Ambassador would understand that this implied a very great increase in the cost of our representation in Russia. I suggested to the Ambassador that he request the Counsellor of his Embassy69 to talk with Mr. Henderson about this matter so that we might understand the full implications.
