The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1867. For the President, the Secretary and the Under Secretary. My 1864, November 1, 7 p.m.23 I called on Vyshinski today and requested him to transmit to Stalin the President’s message24 which I conveyed to him orally. Vyshinski requested me to leave the text with him as he said he assumed Stalin would wish to make an appropriate reply. I did not feel justified in complying with his request as to have done so would have compromised our Navy Department code. I have, however, sent him an aide-mémoire containing a carefully prepared paraphrase of the message which I believe will satisfy him. If it is desired that I furnish him with the text, I should appreciate instructions to this effect.
