Memorandum of Conversation, by the Under Secretary of State (Welles)
The Soviet Ambassador called to see me this morning at his request. The Ambassador attempted to make a very vigorous protest with regard to the holding up of mail addressed to the United States from the Soviet Union by the postal authorities of this country.
I told the Ambassador that I could not but be amused to receive a protest of this kind from the representative of a nation which did not permit even the most important United States newspaper to circulate within Russian territory, but that I would look into the details and discuss the matter further in our next interview.
