In the course of a conversation Saturday night⁷⁶ with Mikoyan,⁷⁷ he expressed his disappointment in a good-natured manner with the failure of the conversations in Washington to make further progress than they had, citing as an example that “only 42% of the machine tools purchased and paid for by the Soviet Union in the United States had thus far been released.”
