Memorandum of Conversation, by the Under Secretary of State (Welles)
The Soviet Ambassador called to see me by arrangement this afternoon.
The Ambassador referred to the Fur Seal Convention which had been denounced by the Japanese Government.74 The Ambassador [Page 689] stated that he believed that the attitudes of the United States and the Soviet Union in this regard would be identical and that he would now like very much for it to be made possible for him personally to discuss the questions involved in the Fur Seal Convention with appropriate experts of the United States. I said that I would be glad to make such arrangements.75
