367. The eighth session of the Supreme Soviet of the Union of Soviet Socialist Republics opened today and adopted as the agenda discussion of the 1941 budget and the ratification of acts of the Praesidium since the last session.²⁹ I attended the opening meeting.

29. The 1940 budget had been adopted at the sixth session of the Supreme Council, March 29–April 4, 1940. The seventh session had been held August 1–7, 1940.
