President Roosevelt to the Under Secretary of State (Welles)
Washington, June 16,
1941.
I have yours of June 12th in regard to notices of debtor government due dates. As we have already omitted notices to Czechoslovakia and the Baltic States, leaving only France, Hungary, Italy and Rumania, how would it do to send to the French, Hungarian, Italian and Rumanian Ambassadors or Ministers here in Washington a short statement that the notices, due at this time, are not being sent out in the existing circumstances, but that this constitutes, of course, no waiver on the part of the United States Government.
What do you think?
