32. Department’s 25, November 29, [27] 11 p.m. High Commissioner today told me that he awaits confirmation that agreement has been concluded between War Department and Free French delegation at Washington concerning construction and utilization of air bases in New Caledonia. Until this information is received he has instructions not to permit any new work on bases to be undertaken by either the Australians or Americans. He requests that the Hawaiian Department be notified that before taking any action as to sending equipment or personnel he be informed through me.
