It is understood that Salter has telegraphed London concerning our proposal referred to in paragraph 6 (prices) of Department’s 5346 [5446], November 26 and has asked for instructions. If you have not already done so, please advise the appropriate British authorities that you are expecting instructions in this connection and suggest that their reply to Salter be delayed until you have had an opportunity to discuss the matter with them. In the meantime, a reply concerning the questions raised in your 5767 will be sent as soon as possible.
