220. British Minister states that in response to his inquiry of Minister for Foreign Affairs whether latter could “guarantee” neutrality of Finland in Soviet-German war, Witting told him yesterday that no such guarantee was possible but that it was firm purpose of Finnish Government to keep out of the conflict and every effort would be made to do so. Soviet Minister yesterday told Vereker that regular railroad traffic with Leningrad as well as the Russian transit traffic with Hango continue.
