The Netherland Minister (London) to the Secretary of State
The Netherlands Minister presents his compliments to the Honorable the Secretary of State and has the honor to acknowledge receipt of the note of November 7th regarding the Wheat Meeting. In this note, the Honorable the Secretary of State informed Dr. Loudon that the request of the Government of the Netherlands to be represented at the meetings of the Wheat Conference by an observer could not be complied with.
Her Majesty’s Government has been informed of this decision. The United States Government will understand that the Government of the Netherlands, under these circumstances, has to make all reservations as regards any decisions taken without consultation of the Netherlands Government in connection with the post-war wheat trade.
