719. Department’s 537, February 19.47 Following message from Sir John Hay for Mr. Jesse Jones:

“The decision to permit exports to continue at 100 per centum for the second quarter should ensure very adequate and rapid supplies of rubber for all American requirements. In view of reports still forthcoming of shortage of shipping for supplies already available at Eastern ports, wish to emphasize the importance of all steps being taken on your side to ensure without doubt that shipping will be fully adequate for the prompt transport of all rubber exports for America. Have informed Viles that Committee now decided to accept offer contained in your letter to me 5th November to purchase further 100,000 tons.”
