Department’s 2661, 18th.32 Foreign Office stated orally this morning that British authorities concerned do not believe it technically possible to obtain assent of contracting parties because the majority are either enemies or unaccessible governments. They will forward shortly an alternative proposal not to enforce the convention between ourselves.
