Lord Halifax28 called to see me this morning.
The Ambassador left with me an aide-mémoire29 expressing the view of the British Government that the International Load-Line Convention should be modified so as to permit cargo-carrying ships, including tankers, to load more deeply than is now permitted under the terms of the Convention. I told the Ambassador that that likewise represented the views of this Government.
