The Ambassador in Italy (Phillips) to the Secretary of State

448. Department’s 218, March 30. The substance of the Department’s telegram under reference was given orally this morning to Prunas, Chief of the American Section at the Foreign Office. He said that in so far as he knew the Foreign Office had not yet received a full report from the Italian Embassy in Washington on the matter and that Ambassador Colonna had been instructed merely to inform the State Department that Italy “reserved her rights” pending further investigation. While he seemed unhappy and concerned because of the action of the American authorities Prunas made no further observations.
