The Ambassador in the United Kingdom (Winant) to the Secretary of State

1266. The Polish Ambassador has requested the British Foreign Office to take up with the Intergovernmental Committee the possibility of extending the Committee’s scope to cover Polish refugees. Winterton, Emerson, Snow of the Foreign Office, and Achilles discussed the matter this morning. It was agreed that the scope of the Committee could be extended only with the agreement of all member Governments and that it would be useless and inadvisable even to communicate the Polish proposal to them at the present time. The Foreign Office is advising the Ambassador that the foregoing is the considered view of the Chairman.
