The Minister in Finland (Schoenfeld) to the Secretary of State

Helsinki, June 11, 1941—noon.

180. I am informed that a number of reserve officers and some reservists of the Finnish Army have been called up for service beginning yesterday. Crews of Finnish vessels at Petsamo have been ordered to return to their ships to stand by. All Finnish submarines are now concentrated at Helsinki. A German tanker of 1,500 tons arrived off the harbor this morning.
