Your 37, April 10, 4 p.m. South African Minister discussed this matter on March 10 with Department10 which informed him that it has in principle no objection but that matter would have to be considered in connection with national defense needs. Minister was then referred to American Red Cross with which he is understood to be continuing conversations.
