The Minister in Rumania (Gunther) to the Secretary of State

982. As it was in the beginning, feeling in the Rumanian Army is again becoming increasingly bitter against the Germans and inasmuch as Marshal Antonescu symbolizes the pro-German policy, he has lost much ground within army circles. Countless minor incidents have been recounted to me which serve to show the way the wind is blowing. For instance, the Rumanians had painfully combed out Odessa for worthwhile war loot, such as tires and stores, and placed a guard over it preparatory to removal to Rumania. The Germans brushed this guard aside and grabbed the loot for themselves. The bare faced looting of Rumania proper by the Germans of foodstuffs and other necessities has certainly not served to make them better liked. This land of plenty for the first time since the war against Germany is shadowed by the specter of want and in each case the reason is the same, the Germans.
