The Minister in Bulgaria (Earle) to the Secretary of State

458. Legation’s 457, November 22.3 The Prime Minister’s speech, particularly his references to Bulgaria’s prevention of the formation of a Balkan bloc, her fidelity to Germany and her attitude towards communism, is interpreted here as being designed to make up for Bulgaria’s failure to take positive action against Russia by emphasizing the contributions her policy has made to the Axis cause. It is considered that Hitler’s reference to Bulgaria in his speech of November 8 did not show complete approval of Bulgaria’s attitude in the Russian conflict.
