Department’s 35, April 1 [5].70 Have emphasized to the Foreign Minister again and again and recently America’s determination that Great Britain and her allies must win this war and that the mighty resources of our country would be used to the limit for this purpose. Also that an act of aggression by Bulgaria against her invaded neighbors would make a terrible impression upon our people and our Government.
Will see Foreign Minister as soon as possible and reiterate the substance of No. 35.
