101. The peasants and workers sullenly resent the arrival of German troops especially since it brings the war so close to them. This resentment undoubtedly will be intensified by Russia’s condemnation of Bulgaria’s action.

Except for certain ranking army officers the upper class Bulgarians also deplore this new development but think it may have been the [Page 296] choice of the lesser of two evils, German domination instead of Soviet Russian.

One fact must not be overlooked: that with the arrival of German troops the necessities of life will become steadily scarcer and harder to get. A deluge of German propaganda cannot hide this condition.
