The Minister in Rumania (Gunther) to the Secretary of State

135. My 812 of December 13, 6 p.m.30 The recent anarchistic riots in Rumania prevented the reopening of the Danubian Conference on January 21 as had been planned. The Director of the Political Section [Page 284] of the Ministry of Foreign Affairs told Huston31 yesterday that it was hoped that the various delegations could reassemble in the near future, perhaps towards the end of February or sometime in March. He stated that in as much as the Russian demands had heretofore been so far removed from acceptability by the other delegates as to preclude the reaching of any agreement, the Rumanians were now engaged in the elaboration of a compromise proposal which they hoped could form the basis of fresh discussions.
