The Minister in Bulgaria (Earle) to the Secretary of State

27. After an interview with the Minister for Foreign Affairs and the Minister of War, Colonel Donovan28 feels that the Bulgarian Government expects Germany to occupy Bulgaria; that they are very unhappy about it but that they will not resist this occupation. I concur in this opinion.
