The Chargé in the Soviet Union (Thurston) to the Secretary of State

2018. The following official statement was published in Pravda and Izvestiya December 5th.

“As a result of negotiations which took place in Moscow on December 3 and 4 between Stalin and Molotov on the one hand and General Sikorski and Polish Ambassador Kot on the other, a declaration of the Governments of the Soviet Union and the Polish Republic concerning friendship and mutual assistance was signed on December 4 by Stalin and General Sikorski for their respective Governments. The text of the declaration is as follows:

The Government of the Soviet Union and the Government of the Polish Republic, imbued with the spirit of friendly agreement and of militant cooperation, declare that:

1. German Hitlerite imperialism is the worst enemy of mankind and no compromise whatever with it is possible.

Both states, together with Great Britain and other Allies and with support from the United States of America, will conduct the war unto complete victory and the conclusive annihilation of the German aggressors.

2. In fulfillment of the treaty concluded on July 30, 1941, the two Governments shall render full military assistance to one another during the time of the war and the troops of the Polish Republic located on the territory of the Soviet Union will hand in hand with the Soviet troops conduct war against the German bandits.

In time of peace the basis of their relations will be good neighborly cooperation, friendship and mutual honest fulfillment of the obligations which they shall nave assumed.

3. After the victorious war and the appropriate punishment of the Hitlerite criminals, the task of the Allied States will be to assure a lasting and just peace. This can be attained only by a new organization of international relations, organization which is based upon the unification of democratic countries in a lasting alliance. In the creation [Page 267] of such organization the decisive factor should be respect for international law supported by the collective armed forces of all Allied States. Only on this condition can the Europe being ruined by the German barbariacs [barbarians] be restored, and can a guarantee be made that the catastrophe caused by the Hitlerites will never be repeated.”
