The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1924. Department’s 1197, November 7, 7 p.m. I received from Vyshinski24 this noon the following personal message from Stalin to Harriman in reply to the latter’s message of November 7:

“I received your telegram on November 12.25 I have not yet had an opportunity to acquaint myself with the details of the matter of the Poles in the U. S. S. R. After two or three days and having studied the matter, I will inform you of the position of the Soviet Government. I do not doubt that the desires of the Poles and the interests of the friendly relations between the U. S. S. R. [and] Poland will be definitely taken into consideration by the Soviet Government.”

  2. Ambassador Steinhardt had left with Vyshinsky on November 10, 1941, a paraphrase of Harriman’s message for delivery to Stalin.
