The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

My 888, April 30, 6 p.m.27 Remarks made to me during the [reception of the?] Diplomatic Corps convince me that the new French Ambassador is engaged in a systematic pro-Nazi campaign among his colleagues and the Soviet officials with whom he comes in contact. The line which he is taking is that the war has already been won by Germany, that further resistance is useless, and that the individuals who cooperated with Germany will be rewarded while those who oppose will suffer. His activities and utterances in this respect compare unfavorably with the conduct of the members of the German and Italian Embassies, who engage in no such propaganda, with the result that notwithstanding his brief presence in Moscow he already enjoys a most unenviable status among the entire Diplomatic Corps as well as with the personnel of his Embassy.
