The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1049. The British Commercial Secretary80 furnished me yesterday with the following information based on telegrams recently received by him from the Ministry of Economic Warfare:

Large scale deliveries of grain by the Soviet Government to Germany were not resumed until the end of March, but by May 12 approximately 350,000 tons had been delivered, this quantity including about 140,000 tons of wheat. In this connection the Soviets agreed to furnish [Page 148] 80,000 tons of grains in March, 170,000 tons in April, 200,000 tons in May, and 200,000 tons in June. It is calculated that with respect to the June deliveries, 75,000 tons will proceed by rail, 45,000 tons by Baltic ports, 55,000 tons by the Black Sea, and 25,000 tons by the Danube. Of these same deliveries, 45 percent will be wheat, 32.5 percent barley, 12.5 percent rye, and 10 percent beans, etc.
