The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

199. Embassy’s 652, September 29, 5 p.m. 193930 A communiqué published in today’s newspapers announces the exchange yesterday by Molotov and the German Ambassador31 of the instruments of ratification of the agreement concerning juridical relations along the frontier signed August 31, 1940 and of the “protocols and other documents [Page 129] relating to this agreement”, adding that the agreement is based on the treaty of September 28, 1939 concerning friendship and the boundary between the Soviet Union and Germany,32 and that it was ratified by the Soviet and German Governments December 5, 1940, on which date it entered into effect.
