The Secretary of State to the Consul General at Jerusalem (Wadsworth)

Your 123, September 27, 2 p.m. In a letter which Rabbi Silver has addressed to the Chairman of the American Red Cross the statement is made that you have informed Kaplan54 that on September 27 you had cabled the Department as follows:

“Palestine Jewry is faced with a real financial emergency in its efforts to meet various war-born problems, the absorption of indigent [Page 877] refugees, and unemployment resulting from economic dislocation as well as those of air-raid precautions, possible urban evacuation, medical aid and direct relief for air-raid victims.”

In as much as no such passage appears in your telegram under reference please telegraph the facts in order that the Department may be in a position to comment on the statement.
