The Consul General at Casablanca (Goold) to the Secretary of State

102. Your telegram 55, August 8, 5 p.m. By mistake the Belgian Consul General filed the protest yesterday associating me with it. This morning I informed the Diplomatic Cabinet that the association was premature and to be disregarded. Mr. Barbanson⁶⁶ did the same.

The Swiss and the Japanese representatives joined in making the protest but the Greek received instructions not to do so under the present circumstances and the Spaniard held that the time had passed.

Under the circumstances and to save time may I telegraph the protest in the clear.
